CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
The Safeguarding Framework is comprised of three policies and a Code of Conduct: Safeguarding Children Policy, Policy for Protection from Sexual Abuse, Harassment and Exploitation (PSEAH) or Safeguarding Adulthood and Anti-bullying, Anti-discrimination and/or antibullying Policy.
ROLE PURPOSE:
Ensure that the partners, who are the principal implementers of the project, have the operational and technical support needed; as well as compliance guidance to implement the project on time, on budget, within the defined scope and with high quality in line with donor and SCI´s quality and operational standards. Provide day-to-day support and oversight of project implementation and ensure cross-functional coordination with LAC regional team and member.
KEY AREAS OF ACCOUNTABILITY:
PROJECT DELIVERY / GRANTS AND SUB-GRANTS MANAGEMENT
•Promote participation, inclusivity, and representation of indigenous communities in planning, implementation, monitoring, and evaluation of the project.
•Ensure that all partners and key actors have a voice in the decision-making process.
•Co-design and co-prepare the detailed implementation plan, phased monthly budget, procurement and consultancy services plan, and MEAL plan of the project.
•Ensure effective communication, collaboration, and alignment with project goals between the government bodies of the project.
•Coordinate the technical, operational, and budgetary follow-up and monitoring of the project.
•Prepare consolidated narrative reports, ensuring a cross-functional participatory process and coherence with the financial reports for the entire intervention.
COORDINATION WITH STAKEHOLDERS
•Lead and coordinate the technical support and the administrative provisions for project implementation, including actions with partner organizations, Indigenous Peoples and communities, local governments, Civil Society, host organizations and networks.
•Coordinate technical and strategic meetings with teams from the LAC Regional Office, and members to keep them informed about the progress of the project, and/or discuss adaptations / strategic changes to better results or impact of the project.
•Participate in meetings organized by the Indigenous Steering Group (ISG) when requested and present the state of progress of project implementation using operational and programmatic metrics.
CAPACITY BRIDGING AND CO-LEARNING
•Coordinate and ensure the implementation of capacity strengthening plan agreed with partners during the designing phase.
•Facilitate technical, financial and compliance support for sub-grantees.
•Ensure that capacity bridging and co-learning is present at all levels of the project, and all parties leverage their strengths.
QUALIFICATIONS
Minimum a Bachelor’s degree in a related field (economics, business management, social science, among others). Preferably with a post-graduate or master’s degree in project management, climate change, gender, human rights and/or Indigenous peoples rights.
EXPERIENCE AND SKILLS
Relevant field experience in the development sector and/or humanitarian aid working in a senior operations role.
•At least 3 years of experience leading regional development projects.
•Relevant experience working with local partners, preferably with Indigenous-led projects addressing climate change and/or environmental issues.
•Experience in grants and sub-grants management is a strong asset.
•Knowledge and experience in budget management
•Relevant experience in facilitating and promoting capacity bridging among stakeholders.
•Relevant work experience implementing projects with Global Affairs Canada (GAC) funding and knowledgeable of donor regulations and compliance.
•Thorough understating of integration of Indigenous Rights and perspectives and gender in climate change adaptation.
•Advanced English language skills
